Sir Arthur William Lewis
Sir Arthur William Lewis se narodil 23. ledna 1915 v Castries na karibském ostrově St. Lucia jako syn chudého černošského přistěhovalce. V roce 1947 se oženil, jeho žena Gladys byla učitelkou. Měli spolu dvě dcery. 15. června roku 1991 A. Lewis ve věku 76 let umírá.
Školní docházku ukončil A. Lewis ve 14 letech a stal se zaměstnancem státní správy. V roce 1934 získal stipendium a začal studovat na London School of Economics, kde mu bylo od roku 1938 nabídnuto asistenské místo. V roce 1948 se stal profesorem na University of Manchester, kde posléze formoval své stěžejní myšlenky. Od roku 1957 působil na vysokých místech státní administrativy (např. v Ghaně, v OSN). V roce 1963 mu byl udělen šlechtický titul a zároveň A. Lewis přešel jako profesor na University of Princeton. V r. 1982 byl zvolen předsedou Americké ekonomické společnosti.
Zásluhy A. Lewise v oblasti ekonomie pokrývají tři základní oblasti: ekonomickou historii, kde jsou jeho práce zaměřeny na zkoumání podstaty a příčin bohatství národů a na empiricky podložené společné zákonitosti v historickém vývoji jednotlivých ekonomik; ekonomickou politiku z pozice normativní teorie i praktického rozhodování a v neposlední řadě teorii ekonomického rozvoje, aplikovatelnou na méně vyspělé státy.
První prací A. Lewise jsou „Principy ekonomického plánování“. Dokázal zde logicky čistě posoudit vazby mezi veličinami makroekonomického řízení a zasadit je do konkrétního politického klimatu Anglie v r. 1948. Velice precizní zde byla jeho analýza osmiletého fungování britského plánování. V této práci zamítal liberální ekonomický systém a prosazoval alternativní řízení plánem. Plánování v jeho pojetí usiluje pouze o regulaci tržních mechanismů k dosažení svých cílů, než aby je přímo nahradil. Regulace je selektivní a týká se strany nabídky i poptávky s cílem překlenout tržní imperfekce, nerovnováhy a nízkou mobilitu zdrojů. Toto pojetí je v dnešní době běžné, ale tehdy bylo plánování spojováno pouze s Keynesovským dirigismem orientovaným na agregátní poptávku či stalinským centralismem zaměřeným na stranu poptávky. Přestože jsou „Principy ekonomického plánování“ v mnoha detailech již zastaralou prací, její originalita a logická jasnost ji stále řadí do základního fondu levicového ekonomického myšlení.
Velice důležité jsou i Lewisovy úvahy o ekonomickém rozvoji, které se opíraly o model fungování světové ekonomiky. Tzv. „jádrem“ světové ekonomiky byly vyspělé státy (Velká Británie, Francie, Německo a USA), které určovaly vždy trendy výrobních cyklů, cen a mezd ve zbytku světa. Výroba má duální charakter: na jedné straně je „jádro“ a na druhé straně jsou „periférie“ (rozvojové země). Z vnitřního pohledu dané ekonomiky je na jedné straně „moderní sektor“ (industriální výroba) a na druhé straně „tradiční sektor“ (zemědělství).
A. Lewis byl neortodoxním badatelem. Jeho argumentace je místy slučitelná s neoklasickým přístupem, ale A. Lewis se zaměřuje spíše do oblastí, kde neoklasika nemůže fungovat. Jeho doménou jsou rozvojové země a zejména země ve fázi industriálního rozvoje.
Další z Lewisových teorií – teorie směnných relací mezi vyspělými a rozvojovými zeměmi vychází opět ze zmíněné duality. Lewis dokazuje, že za jistých podmínek jsou relace mezi „jádrem“ světové ekonomiky a jejími „periferiemi“ tvořeny poměrem produktivity práce „tradičního sektoru“ vyspělých a rozvojových zemí. Tento aspekt vrhá nové světlo na selhání tradiční teori obchodu, kterou se často motivovalo rozhodování rozvojových zemí.
Sir Arthur Lewis se nespecializoval na úzké výzkumné problémy, ale cílevědomě vždy usiloval o co největší šíři společenských implikací včetně historických i institucionálních.
